Take Lara, who suffers from a condition called akinetopsia, in which events no longer progress smoothly but in sudden jumps. When she pours tea, the liquid appears as a frozen column in the air, before suddenly overflowing the cup.
This is purely a visual phenomenon because they are capable of perceiving motion and change fluidly through the senses of sound and touch, just not sight. It is not at all related to their perception of “time”.
